The .sa and .com.sa domains are managed by the Saudi Network Information Centre (SaudiNIC) and require Saudi documentation, such as a Commercial Registration for companies. Having one is a clear local signal to both users and Google, and many Saudi buyers trust .sa sites more for local services.
